Planning applications & decisions

Cairn homes granted permission for 640 housing development.

The main development site is bounded by Glen Ellan Road to the south, Jugback Lane/Terrace to the west, the former Celestica factory site to the east and the Broadmeadow River to the north.

  • 132 houses, 474 apartments, and 34 duplexes

  • A childcare facility (537 m²)

  • 501 car, 1,506 bicycle, and 26 motorbike spaces (that’s a lot of bucycles!)

  • 4.26 ha of open space, including a large extension of Broadmeadow River Park

  • Road upgrades at Glen Ellan Rd/Balheary Rd and R132/R125 roundabout

Road closures & changes planned

  • Donabate : Roads will be closed from 10:30 am to 2:00 pm on Sunday 16 Nov 2025 for a 4-mile road race

  • Lusk : Dun Emer Avenue — closure extended until 31 Oct 2025 for further works (24-hour closure, work hours 08:00–18:00)

  • Ballyboughal : Roscall and Gracedieu Road — full closure 29 Oct to 28 Nov 2025 for a horizontal directional drill under the R129

  • Balbriggan : Harbour Road & Seapoint Lane Junction — closed 9 Oct to 27 Nov 2025 for resurfacing, with work hours from 08:00 to 18:00

  • Balbriggan : Link and Harbour Road — closed 16 Jul 2025 to 16 Jan 2026 for road reconstruction and resurfacing Swords : Balheary Road — 50 km/h speed limit imposed to facilitate an Active Travel Scheme, from 2 Apr 2025 to 1 Apr 2026

  • Traffic calming plans : ramps, signage etc Portrane Road (Donabate), Gaelscoil Na Mara, Cianlea (Swords), Holywell (Swords) and Flemington Lane (Balbriggan)
